Background
The Department of Defense's (DoD) efforts to increase competition in the private
sector for its requirements for products and services initiated the DoD Procurement
Technical Assistance (PTA) Cooperative Agreement Program in 1986. This program
provides DoD assistance to State and Local governments, educational institutions
and other non-profit organizations by sharing the cost of establishing new and/or
maintaining existing PTA Programs.
Mission
The Procurement Technical Assistance Center, a program of the Mid-Ohio Valley
Regional Council, is funded by the Defense Logistics Agency (DLA), the State
of West Virginia, and private entities. The PTAC is missioned to generate employment
and improve the general economy of its geographic area. The PTAC's staff accomplishes
this mission by providing procurement technical assistance to those West Virginia
businesses which are located within its assigned geographic area. The PTAC will
assist those businesses in seeking to do business with all areas of the government.
Potential for Success
The possibility of doing business with the Government offers an enormous potential
for small businesses seeking to expand their markets and increase their profits.
The Federal Government is a multi-billion dollar (approximately $300 billion
annually) procurer of various products and services. However, only a small percentage
of the U.S. businesses are sharing in this huge market, and those who are, seem
to be getting less than their fair share. The Federal Government is encouraging
more competition and, therefore, more U.S. businesses to take part in this multi-billion
dollar marketplace that provides those products and services necessary to support
this huge customer.
